The International Human Rights Commission (IHRC) has asked President Tinubu to pardon suspended Deputy Commissioner of Police (DCP) Abba Kyari.

The commission cited national security concerns as the reason for its appeal.

In a statement on Friday, IHRC’s Head in Nigeria, Duru Hezekiah, said the appeal was due to rising insecurity, including terrorism, kidnapping, and organized crime.

According to Hezekiah, “Our position is not to circumvent justice or interfere with legal processes.

“Rather, we urge a future-focused, constitutionally grounded approach that recognises the tactical value of experienced security personnel if found eligible under the law and subject to public accountability.”

The Commission proposed conditional clemency under Section 175 of the 1999 Constitution, which empowers the President to grant pardons and reprieves.

It added that global precedents support pardoning skilled convicts for national service under strict oversight.

“In post-conflict African states, ex-warlords have been granted conditional amnesties to enable peace and stability,” the statement noted.

The IHRC emphasized that its appeal was not an endorsement of impunity but a call for strategic national interest.

“A conditional pardon for Kyari subject to public accountability could transform a controversial figure into a rehabilitated asset in Nigeria’s fight against crime.”

It urged stakeholders to begin dialogue on balancing justice with national security.

“This is a call for strategic statecraft, not political favouritism,” Hezekiah added.
